No charges are being filed against Olympic swimmer Michael Phelps, after he was photographed with a “marijuana pipe”, aka, a bong. Richland County Sheriff Leon Lett says that after a full investigation into the party where Phelps was photographed, there isn’t enough evidence to charge anybody.
